On November 30, 2024, a ceremony to award the winners of the All-Russian competition "Young Entrepreneur of Russia" was held at the National Center "Russia" in Moscow. During the event, the achievements of entrepreneurs who presented their projects for the development of entrepreneurship and the country's economy were recognized. Dmitry Chernyshenko, Deputy Chairman of the Government of the Russian Federation, sent a welcome address to the participants and winners of the competition, emphasizing that the government would continue to support their initiatives, ideas, and projects. Quoting President Vladimir Putin's words, Chernyshenko highlighted how "important it is that entrepreneurs today are united by a desire to achieve success, work for the benefit of society and their country," which in turn fosters the implementation of innovative solutions.
The competition's jury, composed of leading experts, executives, and well-known entrepreneurs, played a decisive role in selecting the best projects. One of the distinguished judges was Arsen Lazaryan — an outstanding leader and expert with over 20 years of experience in revenue management for telecommunications operators and digital ecosystems. He was invited to provide expert assessment of projects in the "Innovative-Technological Entrepreneurship" category and the "Advanced Entrepreneur" league.
Arsen Lazaryan possesses unique experience and knowledge in evaluating business cases, which enabled him to uncover hidden potential and risks in the projects submitted for the competition. As part of the jury, the expert analyzed the strengths and weaknesses of the presented work and provided valuable practical advice to the participants. Arsen Lazaryan’s expertise played a key role in the professional evaluation of hundreds of submitted projects and in selecting the winners of the superfinal. His involvement in the jury of the competition was a continuation of his long-standing contribution to the development of an industry that impacts Russia's economic potential.
Arsen Lazaryan is a leader recognized by the professional community on a national level. His career began in 2001 as a regular employee at the leading telecommunications operator MTS. Over the years, he rose to the position of federal-level manager, responsible for revenue assurance for all fixed-line subscribers of the operator in Russia. He built an effective system for controlling the income generated from providing telecommunication services. This system became a reliable tool that ensured the company prevented losses and guaranteed income for every minute of a call and every megabyte of data downloaded by subscribers. While working at MTS, he was actively involved in launching new products and services, conducting in-depth evaluations of various cases, and identifying risks that often went unnoticed by other experts. In 2020, he implemented a project to integrate MTS's and MGTS's revenue assurance functions, significantly improving the operational efficiency of business processes.
Lazaryan has also won the internal innovation competition "Idea Factory" twice. His experience in evaluating business plans, which includes both corporate and entrepreneurial approaches, makes him a valuable member of the jury for national competitions. In addition, he possesses one of the key competencies in revenue management, known as Revenue Assurance. He is currently part of an exclusive group of expert leaders with deep knowledge in this field, which combines scientific and practical approaches to solving the challenges faced by companies. In the context of digital transformation, where new services and business models emerge daily, revenue management has become critically important. Lazaryan spoke about this at the XII Revenue Assurance & Fraud Management Forum, which took place in September 2024 in Moscow.

The expert is convinced that a unique approach to revenue assurance must be comprehensive. This includes controlling technological failures and errors in billing systems, as well as a thorough analysis of the entire value creation chain and interaction with partners. Such an approach allows companies not only to minimize risks but also to increase revenues.
Arsen Lazaryan has been repeatedly recognized with various corporate and government awards for his contribution to the development of Russia's telecommunications industry. His achievements were recognized by federal government agencies of the Russian Federation twice, in 2015 and 2020. Additionally, he was named the best manager at MTS and was included in the personnel reserve of one of Russia's leading companies under the "Talent Management" program. Currently, he continues his work as an independent expert and consultant in revenue management, helping companies optimize business processes and increase profitability.
In 2024, Lazaryan presented a series of his own scientific papers on revenue assurance and managing client margin for telecommunications operators.
Arsen Lazaryan is not only an outstanding practitioner but also a leader capable of motivating the younger generation of entrepreneurs and specialists in his field. His participation in prestigious competitions and conferences serves as an example of how an expert approach and years of experience can contribute to the development of the country's economy.
